As you will see in the video, the best chum for saltwater fishing isn't very complicated (or expensive). Simply use Purina Tropical Fish Food (comes in a 50lb bag) and some Menhaden oil mixed together with water. Once you have the right chum consistency, it should ball up nicely and start attracting a ton of bait fish.
