Here are the steps to create this effect in Photoshop: 2. Start by opening your image in Photoshop. Make sure it is in RGB color mode. 3. Next, create a new layer by going to Layer - New - Layer or by using the keyboard shortcut Ctrl+Shift+N. 4. Now, we will add noise to the new layer. Go to Filter - Noise - Add Noise.
