過了一陣子，看診人數卻突然變少了，侯武忠醫師(莊凱勛飾)覺得有點奇怪。原來是還沒有健保制度，除非取得勞保單，否則就必須自費看病。對當地漁民來說，自費看病是一項不小的負擔。 經過幾次深入瞭解，侯武忠大幅降低衛生所的門診費用，雖然門診所得他也可以抽成，但是他寧願少賺一些，也要讓鄉民得到該有的醫療照顧。 After being a while, the outpatients are becoming lesser unexpectedly. Dr. Hou feels something wrong with such situation. He has found that most people don’t have public insurance. Unless people has insurance, it’s a big burden to see a doctor with own expense for these local poor fish men. After deeper observation and consideration Dr. Hou decides to lower the outpatient fee dramatically.
