Police Report: On May 3, 2024, at 1:49 PM, I was dispatched to 2551 54th Avenue North, in reference to a hit-and-run vehicle crash. Upon my arrival at approximately 1:55 PM, I made contact with the victim, Brent Arsenault. Mr. Arsenault explained the crash happened on westbound State Road 694 (Gandy Boulevard), near 9th Street North. As he was traveling westbound in the right lane, he observed a silver SUV, possibly a Jeep, approaching him from the rear at a high rate of speed. Mr. Arsenault tried to swerve to avoid a collision but couldn't due to traffic on his left. The SUV continued approaching him at a high rate of speed and appeared to swerve to the right, attempting to pass on the shoulder. This caused the front left of the silver SUV to collide with the rear right of Mr. Arsenault’s vehicle. Mr. Arsenault further explained he observed the silver SUV suddenly swerve to the right, almost appearing to pass on the shoulder, and Mr. Arsenault was able to swerve to the left to avoid another collision. He continued to follow the silver SUV in an attempt to obtain the tag, which he provided. Mr. Arsenault continued to follow the silver SUV to southbound Interstate 275, until law enforcement told Mr. Arsenault to stop following the suspect vehicle and to pull over. Upon running the Florida tag through FCIC/NCIC, it was advised the vehicle was registered to a Katrina Grenon (defendant). I subsequently responded to the registered owner's address and located the vehicle. I observed the vehicle to have fresh damage located on the front left bumper with white transfer paint and a black scuff mark. This damage was consistent with what I observed on Mr. Arsenault’s vehicle. I initially made contact with the registered owner's aunt, who explained Katrina was acting weird when she initially got home a short time ago. I then was able to make contact with Ms. Grenon, who appeared to be under the influence of alcohol. While speaking with her, I detected a strong odor of a consumed alcoholic beverage emitting directly from her breath as she spoke. Ms. Grenon advised she was driving the vehicle on today’s date and was the only one to operate the vehicle on today’s date, but further explained she was not involved in a crash, and denied any damage located on her vehicle. The defendant was subsequently arrested for hit and run, property damage. While attempting to effect the arrest, Ms. Grenon actively resisted by tensing her arms and not allowing me to apply handcuffs. I verbally de-escalated the defendant and was able to effect the arrest without further incident. She was subsequently identified via FCIC/NCIC, DAVID, and her valid Florida Driver's License. While transporting the suspect to the Pinellas County Jail, she began threatening bodily h@rm to myself while in the performance of my duties. While in the back seat of my marked patrol vehicle, she threatened to punch me in the left eye as well as threatened to k*II me. The defendant was booked into the Pinellas County Jail without further incident.
