While all tanks are viable to clear all the content in the game in Cataclysm Classic, there are huge differences both in performance and the type of role the tanks will be looking to fill. With a clear choice of the main tank, guilds will need to figure out what they want to bring as off-tank. As we start getting access to the Cataclysm Beta, we'll know more about how Blizzard decides to handle the tuning of block classes.
